Furious at DCF: Legislators call failures 'unacceptable'

The state Office of the Child Advocate recently released an investigative report into the critical injuries of “Dylan,” a toddler who suffered from severe neglect and abuse while in a DCF-approved foster home placement in Groton.

Senate Minority Leader Len Fasano, R-North Haven, called on DCF Commissioner Joette Katz to resign after reviewing the report.

Bristol’s legislators were more moderate in their response.

“The report is heartbreaking and sickening,” said state Sen. Henri Martin, R-Bristol, who is the ranking senator on the state legislature’s Children’s Committee.

Martin did not comment on whether the commissioner should resign. However, “as lawmakers, it must be our priority to make long-term, sustainable reforms to this broken system,” adding that anything less is “unacceptable.”

Martin said “those who failed in their duties must be held accountable. We must review each and every instance the system failed Baby Dylan and seek corrective steps — in a bipartisan fashion — to make sure this never happens to any other Connecticut child.”
